The African Development Bank is launching the 2018 edition of its yearly flagship report, the African Economic Outlook (AEO), on Wednesday, January 17, 2018 at its headquarters in Abidjan. As a leading African institution, the Bank is the first to provide headline numbers on Africa’s macroeconomic performance and outlook.

The African Economic Outlook bridges a critical knowledge gap on the diverse socio-economic realities of African economies through regular, rigorous, and comparative analysis. It provides short-to-medium term forecasts on the evolution of key macroeconomic indicators for all 54 regional member countries, as well as analysis on the state of socio-economic challenges and progress made in each country.

It presents the African Development Bank staff economists’ analyses of African economic development during the previous year and near term. It has become the main flagship report for the African Development Bank, as well as reference material for those interested in Africa’s development, including researchers, investors, civil society organizations, and development partners.

The January release will provide a rigorous and comprehensive analysis of the state of African economy, country profiles with key recent developments and prospects for each country, while a set of Regional Economic Outlooks for Africa’s five sub regions will be soon. These self-contained, independent reports, will focus on priority areas of concern for each sub region and provide analysis of the economic and social landscape.

In addition to the main AEO report, there will be issues of pressing current interest. Also for the first time this year, the Bank’s country economists will prepare shorter Regional Economic reports to be released in late January. As before, a full set of updated growth projections will be released in May for the Annual Meetings.

This past New Year’s eve, just a few hours before midnight, one of Japan’s largest daily newspapers published a story that took a lot of people by surprise. The Japanese government, according to the report in Yomiuri Shimbun, quietly floated the idea of inviting its longtime Asian rival China to collaborate on development projects in Africa in exchange for Beijing’s assistance to help restrain North Korea’s nuclear and missile programs.

Forecasting Beijing’s goals and actions in the next year.

In part one of this two-­part series, I looked back at 2017 for hints of Chinese strategic intent, and more importantly, for possible glimpses to 2018 and beyond. With this backdrop, part two assesses strategic actions that Beijing will probably undertake in the next 12 months.

A good starting point for assessment is President Xi Jinping – the designated “core” leader of the Chinese Communist Party (CCP) – “Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era,” and his resolute efforts to set the country on the path of the Chinese Dream – a strategic roadmap for national rejuvenation (grand strategy). Xi Jinping Thought is particularly noteworthy and meaningful since it was formally enshrined into China’s constitution last fall, making Xi’s credo an official tenet of CCP’s dogma, equivalent to Mao Zedong’s political maxims.

Security in the Indian Ocean Region: Regional Responses to China's Growing Influence

The East Asian Strategic Review 2017, published by Japan's National Institute for Defense Studies, contains a chapter titled "Security in the Indian Ocean Region: Regional Responses to China's Growing Influence" by Mari Izuyama and Masahiro Kurita.

Although the focus is on India and Pakistan, it provides an overview of China's influence in the Western Indian Ocean, including Africa's Indian Ocean countries and the Gulf of Aden.
